CONTRACT INFORMATION: These services are being procured in accordance with 40 United States Code, Chapter 11, Selection of Architects and Engineers Statute, Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 36. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work stated in this synopsis. This is not the Request for Proposal. Interested firms shall respond by submitting one Standard Form (SF) 330 listing their qualifications. North American Industrial Classification System Code is 541330, which has a size standard of $25,500,000 in average annual receipts. This Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) announcement is Unrestricted with a Partial Small Business Set-Aside pool. The resulting task orders will be negotiated Firm Fixed-Price for General Design and other related services. Multiple contract awards are anticipated, with a performance of five years, with four negotiated rate escalations each year after the initial first year. The total MATOC shared pool capacity shall not exceed $90,000,000 or five-year duration, whichever comes first. The minimum guarantee throughout the five-year contract is $1,000. Responding firms must address each evaluation criteria in the appropriate sections of the SF 330 for the prime contractor as well as all subcontractors and consultants. If subcontracted, clearly indicate what part of the scope they will be performing. To be eligible for the contract award, the firm must be registered in the Department of Defense (DoD) System for Award Management (SAM). Register via the SAM Internet site at https://www.sam.gov. For contractors requiring Common Access Cards (CAC) or contractors requiring unescorted access to USACE controlled property for greater than six (6) months the Centralized Suitability Service Center (CSSC) requires a T1 Background Investigation to be completed. Should a task order require a T1 Background Investigation it will be specified. The primary purpose of the proposed contract is to provide A-E General Design and other related Services anywhere within the boundaries or assignments of Mississippi Valley Division. 2.
