Title: Shipyard Infrastructure Optimization Program Multi-Mission Dry Dock, Multiple Award Construction Contract Type: Sources Sought Notice Location: Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Pearl Harbor Naval Shipyard (PHNSY & IMF), and other areas under the cognizance of Naval Facilities Engineering Systems Command (NAVFAC). The Navy intends to issue an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) Request for Proposal (RFP) in September 2026. Period of Performance/Maximum Value: The period of performance will be a base period of 5-years and up to three 1-year option periods for a maximum possible duration of 8-years; or an aggregate maximum estimated value of $30,000,000,000 for all task orders, whichever occurs first. Contract Type: The Navy intends task orders issued for construction projects to be fixed-price (FP) in accordance with 10 U.S.C. 3323 and DFARS 216.301-3. Where authorized, cost reimbursement task orders may be issued to allow the Government maximum flexibility in determining the best contract type for the specific task order after consideration of the risks to the Government and contractors. Task Order Range: The typical size of major construction task orders will range from $2,000,000,000 to $6,000,000,000. However, smaller task orders may be issued to support smaller efforts like Early Contractor Involvement (ECI) and/or Alternative Technical Concepts (ATC). The Navy anticipates that most work under the MACC will be initiated by task order(s) that are competed amongst all the MACC holders. Additionally, all MACC holders may be issued task orders for the same scope of work for ECI and/or ATC. And where justified, task order awards may be issued to a single MACC holder. The Navy makes no representation as to the number of task orders or actual amount of work to be ordered; however, each MACC holder will receive a minimum guarantee. To qualify for this MACC, Offerors will need to demonstrate single project bonding capacity of $2,000,000,000. The anticipated acquisition timeline includes: Industry Day: August 2026 Issue MACC Solicitation: September 2026 MACC Phase I proposals due: October 2026 MACC Phase II proposals due: January 2027 MACC Award: May 2027 Issue Alternative Technical Concept (ATC) Task Order: June 2027 ATC due: October 2027 RFP Task Order Marine Package #1: November 2027 Planned task order award of Marine Package #1: June 2028 Purpose and Scope: The solicitation may result in the award of approximately five (5) multiple award construction contracts. The purpose of the MACC is to issue waterfront and marine mega-construction projects supporting the shipyard infrastructure optimization program (SIOP). This MACC will encompass a wide range of Design Build (DB) and Design Bid Build (DBB) type projects primarily representative of NAICS 236220 and 237990.
