THIS IS A SOURCES SOUGHT NOTICE ISSUED FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION, REQUEST FOR QUOTATION (RFQ), OR REQUEST FOR PROPOSAL (RFP). The Government is conducting market research to identify qualified sources capable of providing Utility Task Vehicles (UTVs) in support of operations at Base Aeronaval Cristobal, Colón, Panama. The purpose of this notice is to identify capable sources, assess industry capability and availability, and obtain industry feedback regarding the anticipated requirement. This notice is issued solely for market research purposes and to provide industry with advance notice of a potential upcoming solicitation. A solicitation has not been issued at this time. A draft Performance Work Statement (PWS) is attached for industry review. Interested vendors are encouraged to review the draft PWS and provide comments, recommendations, and information regarding their capability to satisfy the anticipated requirement. Anticipated Requirement The Government anticipates a requirement for: Six (6) Utility Task Vehicles (UTVs). Two (2) of the six UTVs shall be equipped with extended cargo beds. Place of Performance: Base Aeronaval Cristobal, Colón, Panama. The Government anticipates a six month Period of Performance beginning on or about 31 July 2026 . The attached draft Performance Work Statement (PWS) provides additional details regarding the anticipated requirement. The anticipated Period of Performance is provided for planning purposes only and is subject to change. Requested Information Interested vendors are requested to provide the following: Company name, UEI, CAGE Code (if applicable), and point of contact. A brief description of the company's experience and capability to perform the requirement described in the attached draft PWS. Confirmation of the ability to provide six (6) UTVs meeting the draft PWS requirements, including two (2) UTVs with extended cargo beds. Estimated lead time from contract award to delivery or commencement of performance. Identification of whether the required UTVs are currently available in Panama or would require importation. Comments or recommendations regarding the draft PWS, including any requirements that may unnecessarily restrict competition or could be clarified. Identification of any anticipated risks, challenges, or logistical considerations associated with performing this requirement. Response Instructions The Government is particularly interested in identifying vendors capable of commencing performance on or about 31 July 2026.
