The successful contractor must simultaneously manage Level 1 (on-site) and Level 2 (Depot-Level) maintenance across remote, global sites while operating within strict host-nation environmental, security, and power connection regulations. Furthermore, the contractor must establish a fully functional Contractor-Inventory Control Point (C-ICP) to manage peculiar spares and support equipment, utilizing Scope IMS (Scope Inventory Management System) to ensure 100% accountability and FIAR compliance in the Government's Accountable Property System of Record (APSR). Compounding these logistical hurdles is the requirement to maintain strict system availability (Ao) and cybersecurity compliance Authority to Operate / Risk Management Framework (ATO/RMF) through cadence-managed software version releases, continuous vulnerability remediation, and seamless transition of Contractor Acquired Property (CAP) to Government Furnished Property (GFP).
