Notice of Intent to Sole Source to SmartTec Inc.view on SAM.gov

Vandenberg Space Force Base publishes this notice of intent to award a sole source contract for informational purposes only. The planned contract is for the acquisition of the Okaya Feasibility Study service. This contract would address the requirement to measure and analyze engagement drivers and the resonance of mental-readiness framing across a larger participation population, along with the development and testing of the SLD 30 resource management panel. SmartTec Inc. has previously supplied these feasibility study services required by the Government. SmartTec Inc. is the sole organization with the specific proprietary software necessary to utilize Government owned acoustic monitoring stations to provide the required data, analysis, and reports. Awarding this requirement to any vendor other than SmartTec Inc. would result in a substantial, unrecoverable duplication of costs and unacceptable mission delays. As the sole developer and owner of the proprietary Okaya platform, only SmartTec Inc. possesses the unique source code, trained AI models, and SBIR data rights necessary to execute this specialized feasibility study. Any other source would have to develop a comparable platform and research protocol from scratch, delaying Space Force operations by years and wasting significant government funds. The Government intends to solicit and negotiate with only one source under the authority of RFO 13.101(b), resulting in a firm fixed price contract. The Contracting Officer has determined that only one source is reasonably available: SmartTec Inc. The planned firm fixed price contract will be made for a period of performance of three (3) months. The proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 513210- Business Application Software (perpetual license software). The business size standard is $47,000,000.000. The proposed source is SmartTec Inc.. A determination by the Government to not compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request of competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 10:00 AM PST on 20 July 2026. The contacts for this acquisition are Deywan Hunt and Christopher Hummel. Any information should be e-mailed to deywan.hunt@spaceforce.mil and christopher.hummel.6@spaceforce.mil no later than 10:00 AM PST on 20 July 2026. Only inquiries/information received by this date will be considered.
