Authority and Justification: This contract action was awarded on a sole-source basis under the authority of 10 U.S.C. 3204(a)(2) as implemented by FAR 6.103-2, "Unusual and compelling urgency." The justification for this non-competitive action is based on the following: A delay in the award of the competitive follow-on contract created an urgent need to prevent a lapse in mission-critical services. The incumbent contractor, Rentokil North America, Inc., is the only source capable of providing uninterrupted service without causing unacceptable delays and operational risks to DeCA.
