Description
This is a pre-solicitation synopsis of a proposed contract action in accordance with Revolutionary FAR Overhaul (RFO) Subpart 5.1. The U.S. Air Force has a requirement for the production and delivery of flight test kit replenishment spares for the Flight Test, Telemetry, and Termination (FT3) Program. These kits are used to support the Air Force Global Strike Command (AFGSC) Minuteman III (MMIII) Intercontinental Ballistic Missile (ICBM) Force Development Evaluation Operational Test Launch (OTL) Program. The Government intends to solicit and negotiate with only one source, The Boeing Company (CAGE: 0B0D7), under the authority of 10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1. Market research, including a Sources Sought Synopsis (FA8214-25S-FT3PD) posted in January 2025, concluded that Boeing is the only responsible source capable of meeting the Government's requirements without substantial duplication of cost and unacceptable delays. Award to any other source would result in an estimated minimum of $80M in duplicate costs and an unacceptable delay of at least three years. This notice of intent is not a request for competitive proposals. However, all responsible sources may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Scope of Work The Government anticipates awarding a Firm-Fixed-Price (FFP) contract for the production and delivery of 25 FT3 flight test kits. The period of performance is estimated to be from October 2027 through September 2035. The scope includes the manufacturing, assembly, and testing of the kits, with just-in-time delivery to Vandenberg Space Force Base, CA, 120 days prior to scheduled OTLs. The total estimated value of this program, including potential future procurements under a class J&A, is approximately $955M. It is anticipated that a solicitation (FA821426RB004) will be issued on or about 7 July 2026, with an award occurring in or around October 2027.
