Theoretical and practical understanding of the techniques and technologies related to geophysical measurement and signature intelligence (MASINT) from research and development of such techniques and technologies, to their implementation and operation around the world. Theoretical and practical understanding of the techniques and technologies related to Geospatial Intelligence (GEOINT), from research and development of such techniques and technologies, to their implementation and operation around the world. Basic and applied geophysical research in the solid earth, atmosphere, cryosphere, oceans, unmanned aerial systems, and space. The data needed to acquire this competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the acquisition requirements for a competitive solicitation.
