Amendment 001 Update 16 June 2026: The purpose of this amendment is to revise the Performance Work Statement (PWS) to completely descope all physical repair work and transition the solicitation strictly to an Inspection, Testing, Certification, and Diagnostic Reporting requirement. Due to the unknown baseline condition of the crane systems, the Government has removed the requirement to price and perform unforeseen repairs. The resulting contract will establish the mechanical baseline and generate a Deficiency Correction Plan (DCP) for uncertifiable cranes, which the Government will use to formulate a separate, future procurement for repairs. As a result of this descope, the solicitation is extended from 22 Jun 2026 to 2 July 2026, 2:00 pm local time (Puerto Rico). All other terms and conditions, unless expressly specified in this amendment or future amendments, remain unchanged and in full effect. See Summary of Changes for details. **** Original Notice / Revised **** Notice ID: W912LR26Q A026 Purchase: Stationary Crane Inspection/Certification Services for PRARNG Agency: National Guard, Puerto Rico Army National Guard Contracting Office: USPFO PR Purchasing & Contracting Division This is a request for quotations for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul Part 12.201-1, Simplified Procedures. This announcement constitutes the only solicitation. Quotations are being requested, and a separate written solicitation will not be issued. The Government intends to issue a Request for Quotation (RFQ) to acquire non-personal commercial services for the inspection, diagnostic reporting, load testing, and certification of seven (7) stationary crane systems distributed across five (5) Puerto Rico Army National Guard (PRARNG) maintenance facilities in Gurabo (FMS 2), Ceiba (FMS 3), Vega Baja (FMS 7), Juana Diaz (FMS 9), and Salinas (MATES Buildings 1024, 1025, and 1033). The contractor shall provide all necessary labor, equipment, tools, materials, supervision, and quality control to perform rigorous safety and operational inspections in compliance with Title 29 of the Code of Federal Regulations (CFR) Part 1926, Subpart CC, Army Regulation (AR) 385-10, Department of the Army Pamphlet (DA PAM) 385-10, and ASME B30.2. Additionally, the contractor will deliver comprehensive Deficiency Correction Plans (DCP) for any uncertifiable cranes utilizing a Green/Yellow/Amber/Red color-coded operational status classification. For cranes that meet safety parameters, the contractor will conduct operational and load testing under Occupational Safety and Health Administration (OSHA) and American Society of Mechanical Engineers (ASME) guidelines, and install updated compliance certification labels upon completion.
