***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE*** The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing three (3) 10-W continuous-wave pump lasers at 532nm. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Liquid Instruments, 12526 High Bluff Dr. Suite 150 San Diego, CA 92130 (UEI: MS6AHD4EF8D7) under the authority of FAR 12.102(a). The North American Industry Classification System (NAICS) code for this acquisition is 334516. NIST has a need for one (1) Digital measurement and control system that meets or exceeds the following draft minimum specifications: Technical Specifications 8 analog inputs, at least 1.5 GHz bandwidth each channel, at least 4 G samples/sec each channel, at least 14-bit resolution at maximum bandwidth, 20-bits resolution at lower bandwidth. 8 analog outputs, at least 1.5 GHz bandwidth each channel, at least 4 G samples/sec each channel, at least 14-bit resolution. At least 1 TB memory or SSD internal data storage Usable with internal and external clocks GPS receiver for use with GPS-disciplined oscillator 1 GB Ethernet, WiFi, and USB-C interfaces Fully operable from a computer interface, including controlling instruments and plotting measurement results in real-time. Includes software instrument modules for PID controller, digital filter, phasemeter, laser lock box, oscilloscope, spectrum analyzer, lock-in amplifier, swept sine measurement, arbitrary waveform generator, PID controller and data logger. Instrument should fit in a standard equipment rack and include rack mount brackets. Instrument shall be operable using the Python computing language. Instrument shall be configurable so that multiple functionalities (e.g. waveform generator, lock-in amplifier and PID controller) can be connected together to operate simultaneously. Instrument shall be capable of internally loading user-generated programs written in a hardware definition language to interoperate with the included software instrument modules. The new instrument must be plug-compatible with the existing Moku:Lab instruments we use for data acquisition and control. NIST conducted market research from September 2025 to April 2026 by attending conferences, speaking with colleagues, performing internet searches, and speaking with vendors to determine what sources could meet NIST's minimum requirements. The results of that market research revealed that only Liquid Instruments (UEI: MS6AHD4EF8D7) appears to be capable of meeting NIST's requirements.
