Scope The Naval Surface Warfare Center, Port Hueneme (NSWC PHD) provides test and evaluation, systems engineering, integrated logistics support, in-service engineering and integration of surface ship weapons, combat systems and warfare systems for the United States Navy. This requirement directly supports the Secretary of War and Secretary of Navy's acquisition reform mandate, the Budget Execution-Year Technology Selection (BETS) portfolio model, and DONRCO's imperative to convert capital into fielded capability at the speed of relevance — prioritizing timely capability over perfection. This non-personnel services contract will operate across three integrated workstreams: portfolio performance, strategic planning, and strategic deal support. This support will deliver performance assessment against the BETS thesis, Platform Architecture and Standard Operating Procedure, Capital Coordination and Stakeholder Engagement Framework, SECNAV-grade ROI and Performance Metrics Reporting, and Strategic Deal Architecture Memoranda. Contract Type: Firm-Fixed-Price Period of Performance: Base period of twelve (12) months from contract award and one (1) option period; a total of 24 months if all options are exercised.
