The Government intends to evaluate proposals and award a contract without negotiations with Offerors (except clarifications as described in FAR 15.203). Therefore, the Offeror's initial proposal should contain the Offeror's best terms from a price and technical standpoint and shall conform to the solicitation requirements. A MAC is a contract awarded from a single solicitation and may result in award to multiple contractors. This procurement consists of one solicitation with the intent to award Indefinite Delivery Indefinite Quantity (IDIQ) contracts to the Offeror(s) whose proposal(s), conforming to the RFP, will be most advantageous to the Government resulting in the best value, price and non-price factors considered. Successful Offerors will compete for future work (task orders) during the term of the contract. The Government intends to award the contract as an IDIQ MAC with the capability to issue Firm-Fixed-Price (FFP) task orders. The Government reserves the right to award contracts to as many qualified sources as necessary to achieve the most advantageous outcome in the best interest of the Government.
