INTRODUCTION: The Naval Air Systems Command (NAVAIR) at Patuxent River, MD announces its requirement to procure the production and delivery of the RR-129, RR-144, RR-170, RR-180, RR-188, RR-198, RR-199, and RR-203, a timed-release Chaff Expendable Countermeasure with higher Radar Cross Section (RCS) capability to create threat disadvantage, provide increased survivability, and expanded frequency coverage. The estimated contract value will be $225,000,000.00 across United States Navy and Marine Corps, United States Air Force, Joint Program Office (JPO) and Foreign Military Sales. The proposed class of contracting actions will procure an estimated range of 30,000 – 500,000 units per year for Fiscal Year (FY)28 through FY32 to satisfy both domestic and foreign requirements. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible businesses capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. ELIGIBILITY: The Product/Service Code (PSC) for this requirement is 5865: Electronic Countermeasures, Counter-countermeasures and Quick Reaction Capability Equipment. All interested businesses are encouraged to respond. ANTICIPATED PERIOD OF PERFORMANCE: This contract is planned to contain a five year ordering period to satisfy requirements for FY28 through FY32. The anticipated award date is February 2028. The Government anticipates end item deliveries will commence as early as 6 months, but no later than 12 months after each contract delivery order award. Initial production is anticipated to be an estimated 3-7 devices per month. ANTICIPATED CONTRACT TYPE: The contract type for this contract is anticipated to be Firm Fixed. PROGRAM BACKGROUND: The RR-129, 144, RR-170, RR-180, RR-188, RR-198, RR-198, and RR-203 Chaff Countermeasures are designed to defeat enemy radar guided anti-aircraft missiles. These devices are an advanced countermeasure with mmWave technology capable of producing high Radar Cross Section (RCS) across the desired spectrum. These Chaff devices are designed to protect against radar-guided surface-to-air and air-to-air missiles.
