The Facilities Construction R&A East CMT of the United States Postal Service is soliciting proposals for a Dock Leveler Upgrade project, at the United States Postal Service owned Brooklyn P&DC 1050 Forbell Street, Brooklyn, NY 11256, Kings County. Please see attached Summary of Work. The estimated cost of the work is between $6,000,000 and $7,000,000; with construction completion no later than Seven hundred fifty (750) calendar days after receipt of the Notice to Proceed. The solicitation will open December 31, 2025 on USPS eSourcing Coupa ( see How to Participate below ) and close on February 27, 2026. A pre-proposal meeting for this project will be held on January 14, 2026 at 11:00am, (local time) on site. Attendance is not mandatory but is strongly recommended. The USPS is concerned with making an award to the supplier striking the appropriate balance of technical features and price. The USPS will not, however, make award to a higher priced offer which provides only marginal additional technical value. As technical scores become closer, then price becomes more important as selection. However, the USPS may not necessarily make an award at the lowest price to achieve small price savings if better value can be achieved with superior technical features.
