Introduction: A significant threat to nuclear command, control, and communications (NC3) systems is the high-altitude electromagnetic pulse (HEMP) environment produced by the detonation of a nuclear weapon at high altitude. Resulting electromagnetic energy can couple into facilities, cabling, antennas, and other electrical systems, causing mission-upset or mission-aborting permanent damage. Conventional power generation systems are vulnerable to these effects. To maintain operational capability following a HEMP event and related threats, USAFE-AFAFRICA requires NC3 systems and interfacing systems to be hardened with low-risk backup power in accordance with DAFI 10-2601, Electromagnetic Pulse Survivability Program and ND 501-02. USAFE requires Cummins Inc. HEMP-hardened Rugged Mobile Power (RMP) generators that will support systems with critical, time-urgent missions across multiple installations in the European theater. Generators must provide survivable, distributed mobile power of 30 kilowatts (kW) as detailed in this SOW. Overall, this sources sought is to addresses the procurement of commercially available, BRAND NAME, Cummins Inc. HEMP-hardened Rugged Mobile Power (RMP) generators in 30 kW.
