This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror's who believe they can meet the Government's requirement (see Section 9 below). Any responsible source that believes it possesses the capability to satisfy the Government's requirements may submit a capability statement demonstrating its technical capabilities, relevant experience, and ability to meet the Government's needs. Capability statements will be evaluated solely for the purpose of determining whether competition is feasible for this requirement; which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Requirement: The government requires scientific research, development, testing, analysis and data generation support to continue and extend efforts for the development, integration and customization of language technologies for the U.S. Army and various Army Research Laboratory customers. A unique aspect of this requirement is the need for personnel possessing demonstrated proficiency in low-density languages of military interest combined with expertise in software engineering, artificial intelligence, machine learning, data generation, testing, and language technology research and development. The contractor shall support the development, integration, customization, testing, and evaluation of language technologies for Army Research Laboratory and other Army customers.
