The North American Industry Classification System (NAICS) code for this work is 238210. The small business size standard is $19,000,000. This action is being procured on an UNRESTRICTED basis. The HUBZone price evaluation preference described at FAR 19.1307 will apply. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the offer. The tentative date for issuing the solicitation is on-or-about 25 June 2026. The pre-proposal conference is tentatively planned for on-or-about July 2, 2026, 1000 local time. Exact time and location will be provided in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. All questions for the pre-proposal conference must be submitted by June 30, 2026, via email (preferred) to zachary.r.tevis.civ@army.mil. The solicitation closing date is tentatively planned for on-or-about July 25, 2026. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with the commercial and negotiated acquisition procedures describ ed in FAR Part 12 and FAR Part 15, as supplemented by DFARS 215.3, DAFFARS 5315.3, and the Revolutionary FAR Overhaul (RFO).
