Notice Details: The U.S. Army Corps of Engineers (USACE), Portland District is hosting a two-hour virtual industry event at 0900 hours PST on 6 July 202 6 to provide a project update and to gather industry input as it evaluates project construction risks, industry capabilities, and strategies for the project below: Firms who respond to this announcement by completing the above listed RSVP/Survey form will be provided the presentation slides following the event. It is also requested each firm provide responses to a questionnaire to be launched at the conclusion of the event. Responses will be considered for use in the solicitation development. Project Site Backgrounds/Scopes: The US Army Corps of Engineers (USACE) Portland District is seeking to renovate the fish collection facility on the Toutle river. ACTION DESCRIPTION The Preferred Alternative includes the construction of a temporary FCF to allow for the continuation of fish capture operations during completion of the modifications to the existing FCF to address critical deficiencies. Construction of the temporary FCF would occur first and the temporary FCF would be removed following completion of the modifications to the existing FCF. 1. Temporary FCF The temporary FCF would be comprised of a temporary collection box with a wrap-around access platform for staff operating the facility and a large debris deflector. A floating platform would be installed for workers to access the collection box. The temporary FCF would be comprised of a concrete foundation and structural steel superstructure for the collection box; it would be designed to resist operational loads (occupancy and mechanical system loads) as well as natural hazard load (hydrodynamic, debris impact, and seismic). The temporary FCF foundation would be anchored into the existing stilling basin concrete apron. A guide net for the temporary FBF would be supported by a steel cable system across the river. The existing shotcrete apron would be demolished in-place and then reinforced for ongoing use. Existing onshore infrastructure would be utilized for staging and access. State Road 504 provides access to the general area, and river access road (Otto Cook Road) extends from State Road 504 to a parking lot at the FCF would provide access to the Project area. Within the Project area, a temporary access road would be constructed on the south bank of the river and onto the existing shotcrete to provide access to the river.
