The United States Air Force is conducting market research to identify capable sources for the turnkey installation, programming, and commissioning of the EGW control system at Building 1030, Edwards Air Force Base (EAFB), California. The selected contractor will be required to provide all management, labor, equipment, and materials necessary to successfully execute the scope of work described herein. 2. Requirement. SCOPE OF WORK: System Engineering and Programming PLC Logic Development: The contractor shall engineer and program the Programmable Logic Controllers (PLCs) to accurately control the designated facility equipment (e.g., pumps, valves, and generators) in accordance with the approved sequence of operations. HMI/SCADA Configuration: The contractor shall develop and deploy the Human- Machine Interface (HMI) screens. The graphical interface must provide operators with real-time equipment status, historical data trending, and immediate visual/audible alarming for critical system faults. Cybersecurity & Compliance: All software configurations and network integration shall adhere to current Risk Management Framework (RMF) guidelines. The contractor must ensure that default passwords are changed, unnecessary ports are disabled, and role-based access controls are implemented. Installation and Hardware Integration Panel Assembly: The contractor shall assemble, wire, and label all internal components of the control panels prior to site delivery. All wiring must be clearly labeled and correspond directly to the provided schematic drawings. On-Site Implementation: The contractor shall physically install the upgraded components, terminate field wiring, and establish network connectivity without causing uncoordinated disruptions to ongoing facility operations. Testing and Commissioning Site Acceptance Testing (SAT): Following installation, the contractor shall conduct a comprehensive SAT alongside government representatives. This includes point-to-point loop checks, verification of all automated sequences, and simulated fault testing to ensure alarms trigger correctly.
