The United States Army Communications Electronics Command (CECOM) Security Assistance Management Directorate (SAMD) has a requirement to provide forty (40) each AN/PVS-31D (F5032) (NSN 5855-01-685-2918) Night Vision Goggles under Foreign Military Sales (FMS) case GG-B-UEH. Each system shall come with White Phosphor Image Intensifier tubes, Figure of Merit (FOM). Each System includes standard accessories: Carrying Case Eye cups Lens Caps Protective lenses Lens Paper Operators Manual Quick Refence Guide G24 Helmet Mount NAICS Code: 333310 - Commercial and Service Industry Machinery Manufacturing PSC Code: 5855, Night Vision Equipment, Emitted and Reflected Radiation The United States Army Contracting Command at Aberdeen Proving Ground (ACC-APG), Maryland intends to release a solicitation on or about 30 June 2026 on SAM.gov. It's anticipated that this requirement will be a 100% Total Small Business Set-Aside. Subject requirement will support Foreign Military Sales (FMS). The Government intends to award a commercial, Firm-Fixed-Price (FFP) contract. The basis for award is anticipated to use the Lowest-Priced-Technically Acceptable method. The official release of the solicitation will be posted on SAM.gov. No additional information regarding this procurement will be available prior to the release of the solicitation. Again, please do not submit quotes at this time. The version of the solicitation made available on SAM.gov shall include all documents of the solicitation package. Hard copy of the solicitation will not be issued. Any applicable amendments will be posted on SAM.gov. The complete solicitation package, including amendments, should be reviewed prior to submitting a response. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents associated with the solicitation. All questions or comments in response to this synopsis shall be submitted in writing to Contract Specialist (KS), Rem D. Ngo: Rem.d.ngo.civ@army.mil. It is the responsibility of the potential Offerors to monitor SAM.gov on a regular basis for any updates to these documents.
