PURPOSE: NAVSUP Fleet Logistics Center, San Diego (FLCSD) is conducting market research under FAR Part 10 to identify qualified sources and to obtain industry feedback on the draft Performance Work Statement (PWS) , qualification requirements, delivery timelines, and potential acquisition strategies for The Center for Homeland Defense and Security (CHDS) Educational Program Support. DESCRIPTION OF REQUIREMENT: This requirement is for contractor-provided educational support for CHDS' graduate and executive level educational and research programs. Eligible participants are professionals and volunteers engaged in public safety, emergency management, public health, homeland security, national security, or homeland defense. The scope of work includes curriculum development, course execution, logistical support, and technological support for several distinct CHDS programs, including: Master's Program (MA) Executive Leaders Program (ELP) Emergence Program Radiological Emergency Preparedness Program (REP) Executive Education Programs (EEP) The contractor shall provide instructional, administrative, research, and technical support across this portfolio of programs, which are delivered both in-residence at the NPS campus in Monterey, CA, and at various locations throughout the United States and its territories. (See Draft PWS) The contractor shall provide data and reporting for all CHDS programs by utilizing the government's enterprise resource planning tools (e.g., BERT budgeting, estimating, reporting and tracking: CHDS enterprise resource planning tool). This includes submitting monthly progress and financial reports, status reports, and other data as required to support CHDS's strategic mission and stakeholder requirements. (See Draft PWS). The contractor is responsible for the full lifecycle of the CHDS educational curriculum. This includes a collaborative effort with CHDS and its major stakeholders (including DHS, FEMA, and DoD) to plan, develop, and continuously update all graduate-level courses, lectures, and instructional materials to reflect the evolution of the homeland security discipline.
