Description This is a combined synopsis/solicitation issued in accordance with FAR 12.603. The Department of Veterans Affairs, Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, IL, intends to award a Firm Fixed Price (FFP) contract for EBSCOhost medical and research database subscription services. This requirement is a Service Disabled Veteran Owned Small Business (SDVOSB) set aside, and only quotes from certified SDVOSBs listed in VetCert will be considered. No additional written solicitation will be issued. 2. Scope of Work The contractor shall provide subscription access to EBSCOhost databases hosted on EBSCO servers. The subscription shall allow unlimited simultaneous user access for FHCC staff, its affiliated Community Based Outpatient Clinics (CBOCs), Navy Branch Clinics, and remote users through LibLynx (VALNET). Continuous 24/7 availability except during scheduled maintenance. Operational Uptime Minimum 95% availability during normal operating hours (8:00 am 4:30 pm CST, Monday Friday). Response Requirements Tech support response to FHCC within 1 hour of issue notification (normal hours). Field Service Engineer (FSE) must contact COR within 2 hours of notification.
