The U.S. Army Corps of Engineers, Pittsburgh District, has a project that involves erecting a platform on the exterior of the Control Tower at Crooked Creek Lake located in Armstrong County, PA. The purpose of the platform is to facilitate maintenance on the previously installed jib crane which is otherwise inaccessible to workers. The timing of this contract coincides with new OSHA requirements involving ladders and fall protection. Therefore, while not necessarily part of erecting a platform, updates to the exterior ladder in the vicinity of the platform are made as well while the Contractor is mobilized. The jib crane on the exterior of the Control Tower is the only means of raising and lowering the stoplogs in the raking platform of the tower. This crane has not been regularly maintained since the 1990's when it was installed. Currently, the only way to reach the crane is to lean off from a permanent ladder on the exterior of the tower, or rappel from above. Neither of these options is feasible, and the crane has started to fall into disrepair. To install the work platform, the existing ladder cage needs to be demolished on the exterior of the tower. The existing fall protection system is retained. This is also consistent with new regulations that disallow ladder cages. The platform itself is made of structural steel framing, aluminum bar grating and aluminum hand railing. It is installed at an elevation such that maintenance workers can walk the length of the jib while it is in the parked position to do maintenance. The platform will have a mezzanine slide gate to allow the jib hoist to swing out over the raking platform without impacting the hand railing. The distance from the Operations Platform to the work platform is less than 24 feet, therefore no fall protection is required. From the new work platform to the Raking Platform is greater than 24 feet. Rather than install new fall protection here, a step off platform is installed between the two, ensuring no free fall distance greater than 24 feet. No new fall protection is required on the exterior of the control tower. The North American Industrial Classification Code (NAICS) is 237990 – Other Heavy and Civil Engineering Construction.
