Current Collins Contracts with the Defense Logistics Agency (DLA) Aviation acquire sole source consumable parts and depot-level reparables (DLR) for aircraft and systems supporting worldwide DLA direct (DD) & Customer Direct (DVD) shipments under Federal Acquisition Regulations (FAR) Part 12 and Part 15. Collins' current contract (SPE4AX18D9402) was issued May 01, 2018, as a 5-year, fixed-price, requirements type contract (RTC) with one five-year option period. The contract is structured as an “Umbrella” with numerous “Subsumable” contracts issued to Collins individual business units. The contract is currently within the third year of the option period. DLA aims to initially maintain the scope of the subsumable contracts, by issuing separate contracts to each business unit under a Basic Agreement (yet to be negotiated) for which the Government intends to solicit and negotiate with only one source as authorized by 10 U.S.C. 3204(a)(1) and FAR 6.302-1. The basic agreement and individual contracts will support DLA-Direct (stock) purchases. Any future performance-based projects may incorporate the basic agreement as a baseline but will be separately solicited and negotiated on an as-needed basis.
