Workbook Tabs: Initial SLTCs – Items intended to be awarded with or shortly after the basic contract(s). All Consumables – Items that may be considered for award over the life of the contract(s). DLRs – Service managed items that may be considered for award either initially or over the life of the contract(s). THIS SOURCES SOUGHT IS FOR INFOMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLTY VOLUNTARY. Current Collins Contracts with the Defense Logistics Agency (DLA) Aviation acquire sole source consumable parts and depot-level reparables (DLR) for aircraft and systems supporting worldwide DLA direct (DD) & Customer Direct (DVD) shipments under Federal Acquisition Regulations (FAR) Part 12 and Part 15. Collins' current contract (SPE4AX18D9402) was issued May 01, 2018, as a 5-year, fixed-price, requirements type contract (RTC) with one five-year option period. The contract is structured as an “Umbrella” with numerous “Subsumable” contracts issued to Collins individual business units. The contract is currently within the third year of the option period. DLA aims to initially maintain the scope of the subsumable contracts, by issuing separate contracts to each business unit under a Basic Agreement (yet to be negotiated) for which the Government intends to solicit and negotiate with only one source as authorized by 10 U.S.C. 3204(a)(1) and FAR 6.302-1. The basic agreement and individual contracts will support DLA-Direct (stock) purchases. Any future performance-based projects may incorporate the basic agreement as a baseline but will be separately solicited and negotiated on an as-needed basis.
