REQUIREMENT SUMMARY Norfolk Naval Shipyard (NNSY) is issuing a Request for Quote (RFQ) for the commercial procurement of military-specification HY-80 Alloy Steel Plate. This is a solicitation for commercial products prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a SF1449 is attached. This is a 100% Small Business Set Aside. 2. ITEM DESCRIPTION & SPECIFICATIONS Vendors shall provide pricing and delivery for the following exact requirement (or equal): Item: PLATE, ALLOY STEEL, GRADE HY-80 Military Specification: MIL-S-16216 Dimensions: 5 FT (Width) X 20 FT (Length) X 5/8" / 0.625" (Thickness) National Stock Number (NSN): 9515-00-554-0929 Quantity: 1 Plate Equivalent Reference: TW Metals P/N 951524108G063 (Or Equal) 3. MANDATORY TECHNICAL & QUALITY REQUIREMENTS To be considered for award, the quoting vendor must comply with the following: Traceability & Mill Test Reports (MTRs): Full material traceability is strictly required. The successful vendor must provide complete physical and chemical Mill Test Reports (MTRs) and Certifications demonstrating compliance with MIL-S-16216 upon delivery. Specialty Metals Restriction: This procurement is subject to DFARS 252.225-7009 (Restriction on Acquisition of Certain Articles Containing Specialty Metals). The steel must be melted or produced in the United States or a qualifying country. DPAS Rating: This is a DX-A1 rated order for National Defense use. The contractor shall follow all the requirements of the Defense Priorities and Allocations System regulation (15 CFR 700). 4. INSTRUCTIONS TO OFFERORS All responsible sources may submit a quote which shall be considered by the agency. Quotes must include: Unit Price and Total Price. Estimated Lead Time / Delivery Schedule. Confirmation of capability to provide MIL-S-16216 MTRs (Complete Attachment A). Complete Certificate of Compliance Vendor's CAGE Code and UEI Number. 6. EVALUATION FOR AWARD The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Submission (Technical Capability Certification Chart within Attachment A). Price Past Performance Award will be made for the technically acceptable item or combination of technically acceptable items that result in the lowest aggregate price to the Government. 7.
