The Government will award the responsible quoter whose quote, conforming to the solicitation, is most advantageous to the Government based on best value. Best value will be determined by evaluating each quotation for one or more of the following: price, past performance, quality, technical specifications and lead time. Quality comparison with other offers, administrative/shipping cost and past performance that does not pose a risk to the government being the most important factors.
