DESCRIPTION: This service contract is for Firm Fixed Price (FFP) preventive maintenance (PM) and Time & Material (T&M) corrective maintenance (CM) to government owned Fire and Emergency Services (F&ES) Self-Contained Breathing Apparatus (SCBA) and atmospheric gas monitoring equipment located at the Coatesville VA Medical Center at Bldg 12, while complying with the Department of Veterans Affairs (VA) requirements, National Institute for Occupational Safety and Health (NIOSH), and the National Fire Protection Association (NFPA). PLACE OF PERFORMANCE: The Coatesville VA Medical Center (CVAMC) 1400 Blackhorse Hill Rd, Bldg 12 Coatesville, PA 19320. BACKGROUND: SCBA equipment located at CVAMC requires PM to ensure working order for Fire Fighter personnel use. Equipment also requires CM when repairs are needed due to breakage or malfunction as it occurs, or as detected (to occur) during PM performance. CVAMC does not have the organic capability to provide services, and therefore, contractual support is necessary. Atmospheric / gas meters are used at CVAMC to detect, measure and warn of dangerous gases in the air, ensuring worker safety in hazardous environments like confined spaces by monitoring oxygen levels, flammability and toxic gases to prevent asphyxiation, explosions, or poisoning. These portable devices provide crucial real-time data, triggering alarms so workers can take immediate action, establish safety zones, and make informed decisions about entry and ventilation. SCOPE: The contractor shall provide all labor, supplies, transportation, and equipment necessary to inspect, test, maintain and document all Self Contained Breathing Apparatus (SCBA), Supplied Air Respirator (SAR), Air Cart, Breathing Air Compressor and atmospheric monitors. Perform monthly calibration on atmospheric monitors and repairs if necessary. The general objective of the contract is to maintain CVAMC Fire Department SCBA equipment within NFPA, manufacturer and Government specifications by having a scheduled preventive maintenance (PM), and the performance of corrective maintenance (CM). PM schedule shall also be used in identifying potential problems and rendering CM before the equipment becomes inoperable. CM will also be used for inoperable equipment deemed beyond economical repair by the Technical Point of Contact (TPOC). Any equipment requiring repair or deemed beyond economical repair must be reported to the Fire Chief and the TPOC by the end of the day of service or within 24 hours of discovery. PERFORMANCE REQUIREMENTS: The contractor shall comply with all performance requirements listed herein: SERVICES TO BE PROVIDED: The contractor shall provide required Preventative Maintenance for Scott Safety SCBA equipment located at the Coatesville VA Medical Center Fire Station Building 12.
