This sources sought is for informational purposes only and shall NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this sources sought or furnishing the requested information. This sources sought is for planning purposes only and is issued solely for conducting market research in accordance with FAR Part 10. The Government is NOT seeking or accepting unsolicited proposals. The Naval Surface Warfare Center, Crane Division (NSWC CR) has a requirement for supplies, and engineering and logistics support services in support of the life cycle sustainment of the Multi-spectral Targeting System Family of Systems (hereinafter known as MTS). The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with one source, Raytheon Company, 2501 W University DR Mckinney, Texas 75071-1300 (CAGE 96214). This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1. The basis for restricting competition is due to lack of Government owned drawings as well as duplicative costs and schedule delays that the Government does not expect to be recovered through competition. Anticipated Product Services Codes include, but are not limited to, 5855, 1680, and J016. The Government anticipates a five-year ordering period Indefinite Delivery, Indefinitely Quantity contract with an estimated ceiling of approximately $284M. All responsible sources may submit a capability statement which will be considered by the agency. The Government will not provide the technical data. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government.
