DETERMINATION AND JUSTIFICATION: ACG Systems, Inc. is the Original Equipment Manufacturer (OEM) and maintains a strict direct-sales model with zero authorized third-party distributors or resellers for Air Force acquisitions. The required hardware represents an expansion of the existing URC-300 baseline telemetry suite integrated under previous contract FA9302-22-F-G596. This equipment is technically required to natively interface with the B-52 CERP Mobile Telemetry Van's proprietary CM-350 V2 control protocols and must satisfy mandatory military TEMPEST/EMI shielding requirements. Procurement of alternative commercial hardware is legally and economically restricted. Sourcing non-ACG hardware would render the existing subsystem entirely inoperable, resulting in a direct, severe duplication of hardware and integration labor costs. Furthermore, introducing an uncertified brand would trigger a mandatory, comprehensive TEMPEST recertification of the Mobile Telemetry Van and introduce a critical 6-to-9-month laboratory testing delay. This delay would halt telemetry flight-test support, directly threatening overall B-5…
