Requirements: VA is seeking information on modern CMS capabilities and associated services that can deliver end to end, enterprise-wide acquisition lifecycle management. The CMS should provide an integrated, automated, and data driven acquisition ecosystem that supports requirements development, collaboration, acquisition planning, pre award, award, post award administration, and contract closeout across VA's acquisition community. The solution shall include enterprise contract writing, document generation, and process workflow capabilities related to acquisition lifecycle management (e.g., lease agreement management, vendor management, order management, post-award management, requirements collaboration, ratification management, ordering officer management, contract catalog capabilities, workload management, FITARA approval, audit and compliance, reporting and analytics, access control, usability and workflow configuration, and data integrity and compliance) operating within a single, integrated acquisition ecosystem. The Contractor shall provide all services required to plan, configure, integrate, test, deploy, operate, maintain, and enhance the CMS in accordance with VA policy, applicable federal laws and regulations, and VA enterprise IT governance, including program and project management; requirements elicitation and traceability; business process modeling and human-centered design; system architecture and solution design; configuration and limited customization; interface analysis and development; data management and migration; testing and quality assurance; training and change management; and ongoing operations, maintenance, and user support.
