The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: Factor 1: Technical Capability (Successful / Unsuccesful) To be rated "Successful," the offeror's proposal must meet all of the following subfactors. Failure to meet any subfactor will result in the proposal being rated "Unacceptable" and therefore ineligible for award. Subfactor A: Technical Approach and Compliance: The proposal must demonstrate a comprehensive plan to meet all requirements outlined in the SOW.
