INTRODUCTION / DISCLAIMER This is a Request for Information (RFI) and Sources Sought notice conducted in accordance with FAR 15.101. This notice is issued solely for information, market research, and planning purposes. In accordance with FAR 15.101(c)(3): The Government does not intend to award a contract on the basis of the RFI or otherwise pay for the information requested; and Responses will be treated as information only and not as a proposal. While this RFI does not commit the Government to contract for any supply or service whatsoever, the Government currently anticipates issuing a request for quote for this requirement within 30 days of this posting. Not responding to this RFI does not preclude participation in any future competitive solicitation. 2. BACKGROUND The United States Coast Guard (USCG) is conducting market research to support a full repower of a 36' Arctic Landing Craft at the USCG Industrial Production Facility (IPF) in Ketchikan, AK. The anticipated requirement includes the procurement and delivery of twin Volvo Penta D4 main propulsion diesel engines (270 HP), DPI transmissions (Ratio 1.85:1), Electronic Vessel Control (EVC) kits, and all associated wiring, cooling, and mounting hardware necessary to form a complete and compatible propulsion system. The Government requires all parts to be in new condition, sourced from the Original Equipment Manufacturer (OEM) or an authorized distributor, with delivery to Ketchikan, AK, by September 1, 2026. 3. OBJECTIVE The objective of this RFI is to gather industry feedback on the attached draft Statement of Work (SOW) ahead of the anticipated solicitation. The Government seeks to refine its requirements, understand the availability and lead times of the specified commercial items, identify potential barriers to competition, and assess the capabilities of authorized OEM vendors in the current marketplace. 4. REQUESTED INFORMATION Interested parties are requested to review the attached draft SOW and provide feedback by addressing the following questions: Clarity and Accuracy: Are the requirements, part numbers, and specifications outlined in the SOW clear and accurate? Are there any known discrepancies or obsolete parts listed in Section 5 of the draft SOW? System Completeness: The SOW requires the Contractor to identify and provide any ancillary parts or hardware not explicitly listed but required by the OEM for proper installation and operation.
