The Food and Drug Administration (FDA), National Center for Toxicological Research (NCTR) requires on-site facility Operations and Maintenance (O&M) support services to perform a full range of operational and maintenance support including Work Order (WO)/Indefinite Delivery Indefinite Quantity (IDIQ) work services. The facilities consist of approximately 1,000,000 square feet of floor space, of which about 80 percent has been renovated and converted for administrative, research and research support. Attached is a draft of the Performance Work Statement (PWS) and appendices which interested parties are encouraged to provide constructive feedback, questions and any additional information that might be desired, etc. All responses will be considered in finalization of the requirement though no direct responses will be provided to interested parties. The following activities make up the Operation and Maintenance of Facilities Services scope of work: 1. Work Management System – 2. Craft Shop Services – 3. Water Pumping, Treatment, Storage, and Distribution 7. Waste Water Plant and Sewage System - 8. Grounds Maintenance 9. HVAC and Refrigeration Systems and Equipment 10. Electrical Plant and Distribution 11. Compressed Air and Distribution 12. Pest Control 13. Preventive Maintenance Program 14. Housekeeping Services 15. Environmental Monitoring and Control Systems 16. Janitorial Services 17. Cafeteria Food Service Operation These services will be provided to the entire complex, including those buildings currently undergoing renovation and new construction. This requirement will be 100% set-aside for Small Business concerns under NAICS - 561210 (Size standard $47 M). The anticipated performance period of this contract will be for a base year with four 1-year options.
