The Marine Corps Installation, National Capital Region, Regional Contracting Office (MCINCR-RCO), Marine Corps Base Quantico, VA currently has a requirement for the United States Marine Corps, has a requirement for Training and Education Command (TECOM). The procurement of services in support of this effort will be solicited as a competitive set-aside to Service Disabled Veteran-Owned Small Business (SDVOSB) concerns. The contemplated contract will be a single award, Firm Fixed Price contract with Cost Reimbursement Travel CLINs with a 12 months base period and four (4) 12-month option periods. The NAICS code associated with this requirement is 611430, Professional and Management Development Training” with a corresponding size standard of $15M. This action will be solicited utilizing FAR Part 12 in conjunction with Part 15 Contracting by Negotiation procedures. The scope of this effort is to provide support to Marine Corps Information Maneuver School (MCIMS), Marine Corps Intelligence Schools (MCIS) Marine Corps Training Command (TRNGCMD), in providing instruction in various subjects required to grant Marines the Civil Affairs Military Occupational Specialty (MOS) and/or Influence MOS, as well as to train Marines in Civil Affairs Operations (CAO), Civil-Military Operations (CMO), and information operations planning. This training will be delivered to Marine Corps CA MOS Course, CMO Planner, and IO planner students to prepare them to support the Fleet Marine Force (FMF). The training will also be delivered to unit staffs at all levels, from Battalions, Marine Information Groups (MIGs), Civil Affairs Group (CAG) to MAGTF, Joint and Coalition staffs in preparation for conducting CMO, Information Warfare (IW)and stability operations. These capabilities include a wide variety of military, political-military, scientific and technical developments within the IO/IW community through liaison with established service and/or joint IO staff organizations.
