Solicitation number FA860126Q0087 is issued as a request for quotation (RFQ), for commercially off-the-shelf (COTS) supplies, and the subject purchase order will contract to provide Precision Measurement Equipment Laboratory (PMEL) high-frequency counters to calibrate critical high-frequency Test, Measurement, and Diagnostic Equipment (TMDE), such as spectrum analyzers and signal generators. This acquisition is solicited as a brand name small business set-aside, in accordance with RFO 11.204(a)(2)(ii) and RFO 19.104-1, for certified Keysight 53230A sellers authorized to sell and work on Keysight equipment as outlined in the Statement of Work under NAICS code 334515. Requirement: The Precision Measurement Equipment Laboratory (PMEL) requires procurement of three (3) new Keysight 53230A Universal Frequency Counter/Timers (350 MHz, 12 digits/s) equipped with Channel 3 (15 GHz CW), Oven Controlled Crystal Oscillator (OCXO) Timebase, and a Type-N front panel input. These commercial-off-the-shelf (COTS) units are required to replace obsolete, end-of-life legacy counters that are experiencing severe hardware degradation.
