SYNOPSIS The U.S. Department of State, U.S. Embassy Singapore intends to award a sole source, Firm-Fixed-Price (FFP) contract to TAC Contracts PTE LTD pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source. This notice is issued for informational purposes only and is not a Request for Quotations (RFQ), Request for Proposals (RFP), or solicitation. The Government is seeking capability statements from responsible sources that believe they can satisfy the Government's technical, operational, and schedule requirements within the required timeframe. The proposed contract is for the supply, installation, testing, certification, and commissioning of permanent fall protection systems at the U.S. Embassy Singapore Chancery, Chief of Mission Residence (CMR), and Deputy Chief of Mission Residence (DCMR). BACKGROUND AND RATIONALE The U.S. Embassy Singapore has an immediate operational requirement to install permanent engineered fall protection systems to support execution of its planned capital improvement program. Completion of this requirement is necessary to safely mobilize and execute multiple funded facilities modernization projects during FY-2026 and FY-2027, including projects that have already been awarded and projects currently in the acquisition process. The Department of State is preparing to execute multiple funded capital improvement projects over FY-2026 and FY-2027, including replacement of the Chancery's original air handling units and pneumatic HVAC control system, modernization of exterior façade lighting, replacement of aging rooftop cooling equipment, and other major infrastructure improvements. Collectively, these multi-million-dollar projects require frequent access to rooftops and other elevated work areas to perform inspections, equipment replacement, commissioning, preventive maintenance, and future recurring maintenance.
