A solicitation will not be issued, and quotations are not being requested. The National Institutes of Health (NIH), Clinical Center, Office of Acquisition and Logistics Management (OALM), on behalf of the Department of Transfusion Medicine (DTM), intends to award a firm-fixed-price contract with a twelve (12) month base period to Manage Incorporated for continued IBM Power9 hardware and software support services supporting the Blood Bank Control System (BBCS)/ABO application. The anticipated period of performance is 07/31/2026 to 07/30/2027. Background The Department of Transfusion Medicine uses the ABO/BBCS application to support blood collection, donor recruitment, testing, transfusion activities, and the creation of specialized blood products. Because NIH is a research hospital, the application has been extensively customized to support its unique mission. Sole Source Rationale Manage Incorporated has supported the BBCS/ABO environment since 2006 and provides specialized support for the IBM Power9 servers, SAN storage, PowerHA failover capability to the Culpeper, Virginia disaster recovery site, and nightly system backups. Manage Incorporated is the only known source capable of providing support services for the BBCS/ABO application, that resides on IBM Power9 servers and includes PowerHA and the ability to failover to another site. Manage Incorporated is the sole service provider of this proprietary software. Therefore, the only known source with the level of expertise and knowledge to maintain and support the BBCS/ABO Suites server/application. Authority This acquisition is being conducted in accordance with FAR 13.106-1(b)(1), which permits solicitation from a single source when the Contracting Officer determines only one source is reasonably available. Acquisitions conducted under FAR Part 13 are exempt from the competition requirements of FAR Part 6. Capability Statements Interested parties may submit a capability statement demonstrating their ability to satisfy the Government's requirement. The Government will consider all capability statements received by the closing date. The determination not to compete this requirement is solely within the discretion of the Government.
