***AMENDMENT 3*** Purpose of Amendment The purpose of this Amendment is to issue a formal Evaluation Notice (EN 01) to all offerors who submitted a timely Solutions Brief in response to the PrSM Increment 4 RFS. This notice is issued for administrative clarification only. This amendment does not re-open the solicitation, and no new or revised Solutions Briefs will be accepted. Background and Rationale The Government is currently conducting its administrative review of the timely Solutions Briefs received for the PrSM Increment 4 program. RFS Section 6.4 instructed offerors to: " Identify any potential or actual conflicts of interest and submit a brief OCI mitigation plan ." During this review, the Government noted that several submissions lacked an explicit statement regarding Organizational Conflicts of Interest (OCI) and/or a mitigation plan. To ensure consistent administrative processing and full compliance with the RFS, the Government is issuing this action to all offerors. Required Actions All Performers who submitted a timely Solutions Brief shall provide both of the following items to the PrSM Increment 4 POCs, tiffanie.l.neal.civ@army.mil and Anthony.m.abrosio.civ@army.mil via email no later than 1700 CDT 2 June 2026: First, an OCI Declaration . This must be a formal statement that either: (1) Declares the Offeror has reviewed its proposed team structure and has identified no potential or actual OCIs related to this procurement at this time; OR (2) Declares that a potential or actual OCI does exist and briefly describes the nature of the conflict (e.g., a teaming partner is also proposing as a prime). Second, an OCI Mitigation Plan . This must be a brief plan that: (1) If a conflict was declared, details the specific firewalls and procedures in place to mitigate that identified conflict; OR (2) If no current conflict was declared, describes the Offeror's general process and procedures for identifying and mitigating potential OCIs that could arise in future phases of the PrSM Inc 4 program. Important Limitations and Restrictions This is a clarification request for administrative compliance only. Offerors are strictly prohibited from altering, updating, or revising any other portion of their submitted Solutions Brief, Technical Data Sheet, or ROM. Any response that attempts to revise the substantive technical approach, schedule, or cost proposal will be rejected. ***AMENDMENT 2*** Amendment 2 is provided for transparency for questions and answers received since the posting of the RFS.
