This modification is justified on a sole-source basis pursuant to GSAR 538.7104-3(a) (GSA Class Deviation RFO-2025-FSS-GSAR 538). At a total value of $209,407.41, the modification value exceeds the micro-purchase threshold but does not exceed the simplified acquisition threshold, which does not require publication. In the interest of full transparency, GSA has elected to voluntarily publicize the attached justification.
