Acquisition purpose and objectives: The vision of the NIH Clinical Center (NIH CC) is to serve as the nation's premier research hospital for conducting clinical research to improve the health of humankind. It also serves as a national resource for clinical research by developing diagnostic and therapeutic interventions, enhancing systems to ensure the safe, efficient, and ethical conduct of clinical research, training clinical researchers, and leading the response to the nation's public health needs. The Surgery Radiology Laboratory Medicine construction project is adding a new structure that has nine (9) levels above grade (including interstitial floors and a roof penthouse) and three (3) levels below grade on the west end of the current Clinical Research Center (CRC) on the Bethesda, MD campus. In addition to housing CC's SRLM programs, this project will also house Interventional Radiology, laboratories for the National Cancer Institute (those currently housed on the first and third floors of the CRC West Labs), and the National Heart Lung and Blood Institute Catheterization Lab. 1.2 Scope of Work NIH\CC is seeking Project Executive Consultant and Subject Matter Expert (SME) support for Healthcare Facility Design and the Initial Outfitting and Transition (IO&T) Services to support NIH/CC taking beneficial occupancy of the new SRLM Wing. The Consultant shall evaluate and define all relevant requirements for a seamless transition to the new addition and develop recommendations for the successful relocation of all SRLM operations. The Consultant shall be responsible for conducting analysis, establishing the IO&T budgetary requirements and providing recommendations to the CC Chief Executive Officer and Chief Operating Officer. The consultant will also be serving as the CC's primary liaison to NIH's construction management and various project teams, such as the Office of Research Facilities, Office of Research Services and other Institutes/Centers as appropriate to successfully execute CC's transition.
