The Bay Pines VA Healthcare System has a requirement for the design, furnishing of materials, installation, testing, and commissioning of a complete emergency stop (E-Stop) shutdown system serving the Building 100 Boiler Plant. ***See attached Draft Statement of Work*** Interested parties should provide the following information: 1. Company name, address, point of contact, and point of contact email address and phone number. 2. UEI number and CAGE code. 3. Business size status under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors). 4. A brief capability statement (no more than five pages) describing experience performing projects of similar size, scope, and complexity within the last five years. 5. Confirmation that the firm has personnel licensed and qualified to perform commercial electrical construction in the State of Florida. Is your firm licensed to perform electrical contracting in the State of Florida? 6. Identification of any anticipated subcontracting requirements. 7. Any comments or recommendations regarding the acquisition strategy. 8. If applicable, can your firm comply with the Limitations on Subcontracting requirements of 13 CFR 125.6? 9. Do you intend to self-perform the required electrical work? 10. What percentage of the contract value do you anticipate performing with your own employees? 11. If subcontractors will be used, identify the types of work that would be subcontracted. 12. Identify any specialized subcontractors anticipated (e.g., controls integration, fire protection, crane/lift services, etc.). 13. Describe your firm's experience managing construction projects in occupied healthcare facilities while maintaining continuous operations. 14. Approximately how many calendar days would your firm require to complete this project? 15. Are there any aspects of the SOW that you believe unnecessarily restrict competition? These questions provide the contracting officer with useful information for determining the acquisition strategy and whether an SDVOSB or other small business set-aside is appropriate.
