The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business, HUBZone, 8(a), Service-Disabled Veteran Owned, and Women Owned Small Business firms. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The U.S. Army Corps of Engineers (USACE), Mobile District, anticipates a future Indefinite Delivery/Indefinite Quantity (IDIQ) procurement to acquire Architect-Engineer (AE) Services under individual task orders for Mobile District to support Survey and Mapping for Military, Civil and IIS Programs within the Mobile District Area of Responsibility (AOR). The work will primarily be located within Mobile District boundaries with possible worldwide operations for Customers such as the Joint Airborne Lidar Bathymetry Technical Center of Expertise (JALBTCX), Department of Defense, U.S. Army, U.S. Army Reserves, U.S. Army National Guard, U.S. Air Force, U.S. Navy, U.S. Marine Corps, and Defense Logistics Agency projects, USACE Federal military and civil works projects, Department of Homeland Security, National Institutes of Health, Centers of Disease Control, U.S. Fish and Wildlife Service, and other Federal agencies, and other locations or customers that may be assigned to the Mobile District, South Atlantic Division, U.S. Army Corps of Engineers. Work may be required by others within the geographic boundaries of the South Atlantic Division. Required AE Services will provide a full range of comprehensive surveying and mapping support. The work will be for: GPS and conventional topographic surveying and mapping; Geodetic control surveying; Boundary surveying of private and public lands; Terrestrial laser scanning; Hydrographic surveying using single beam and multibeam systems on inland and coastal waterways; High accuracy dam deformation monitoring surveys; Aerial Imagery; and Airborne Light Detection and Ranging (LiDAR). At minimum, the selected firms must have, either in-house or through partner or sub-consultants, the following disciplines, with professional registration required where applicable: (1) Project Manager; (2) Professional Land Surveyors (PLS); (3) Party Chiefs; (4) CADD Specialist; (5) Photogrammetrist; (6) GIS Analyst; (7) GIS Developer; (8) Database Administrator; (9) Lidar Specialist. The anticipated total contract value is $99,000,000 and duration will be five (5) years. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 541370 with a Small Business Size Standard of no greater than $19,000,000 average annual receipts over five years.
