NM-BITTER LAKE NWR-ELECTRICAL UPGRADE AND ROOF REPLACEMENT The U.S. Fish and Wildlife Service (FWS) requires construction services to perform an electrical system upgrade and roof replacement within the Biology Compound at Bitter Lake National Wildlife Refuge, Roswell, New Mexico. Work includes replacing the existing non compliant electrical service with a new 200 amp, 3 phase main panel; repiping and refeeding electrical distribution to multiple buildings; and bringing all associated components into compliance with current electrical code. The project also requires removal of approximately 2,863 square feet of the existing built up roof on the historic 1937 CCC constructed Biology Building and installation of a new fleece back membrane roofing system with all required flashings, terminations, penetrations, and accessories. All work shall maintain and protect the historic integrity of the structure. The contractor shall furnish all labor, materials, equipment, transportation, and supervision necessary to complete the project. Interested contractors are highly encouraged to conduct a site visit, per FAR 36.523. A site visit is scheduled for 10 June 2026 at 0900 local time. For meet-up information see the instructions in Section L. All work must be completed as soon as possible but no later than July 31, 2026. All work shall be accomplished in accordance with the provisions of the FWS contract and the attached documents. Per the requirements of FAR 36.204, the project range is estimated to be between $25,000.00 and $100,000.00. This acquisition is a Total Small Business set-aside. All responsible sources with Small Business status may submit a quotation which, if timely received, will be considered. Offers received from concerns that are not Small Business concerns shall be considered nonresponsive and will be rejected. The Government intends to award a single, Firm-Fixed-Price contract. Award selection will be made on a Best Value basis after consideration of price and factors other than price (Technical and Past Performance) as listed in the Request for Quotation (RFQ)/Solicitation.
