A Delivery Order will be issued under the terms and conditions of Defense Logistics Agency (DLA) contract SPE2D1-18-D-0006. DLA has negotiated fair and reasonable prices and determined the prices awarded under contract SPE2D1-18-D-0006 to be fair and reasonable; thus, a separate determination of fair and reasonable pricing is not required. The Contracting Officer has conducted a price evaluation to ensure that the quoted prices are equal to or less than the contract price. In conclusion, I have determined that placing a Delivery Order against the Change Healthcare Technologies, LLC contract SPE2D1-18-D-0006 represents best value in meeting the Government's needs.
