U.S. Department of Energy National Energy Technology Laboratory Sources Sought 89243326NFE000247 Oil and Gas Center of Excellence ISSUE DATE: 3 August 2026 The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), is conducting market research to identify contractors capable of providing a servo-hydraulic, large bore triaxial system capable to perform versatile petrophysical and rock mechanics experimentation on both natural rocks and man-made materials at reservoir conditions (overburden pressure, pore pressure, and temperature) to support the Oil and Gas Center of Excellence. The requirements/specifications of the system are outlined in Attachment A to this Sources Sought. All responses shall include a detailed description of how the proposed solution meets the requirements described in this Sources Sought notice. THIS IS NOT A REQUEST FOR PROPOSAL.
