Logistic Support Overview: The Space Systems Command (SSC), Assured Access to Space (AATS), Small Launch and Targets Division (SSC/AAMX) manages the Rocket Systems Launch Program (RSLP). RSLP is seeking to establish a flexible and responsive contract vehicle to provide comprehensive logistics support for its ground and mission-related equipment. This mission is enabled by a wide range of unique, and often aging, Ground Support Equipment (GSE). The forthcoming acquisition is intended to support a wide variety of customer-driven logistics requirements that are currently difficult to fulfill in a timely manner. Given the variety of services and the need for responsive support, the resulting acquisition strategy may result in one or more contracts. Attachment 1 of this RFI contains the high-level requirements for this logistics support acquisition. 2. Background : The RSLP mission relies on numerous heavy equipment transporters, temperature-controlled containers, complex lifting equipment, commercial tractors, trailers, and unique systems for movement and testing. Many of these systems are legacy assets nearing the end of their operational life. Currently, RSLP's organic and contracted logistics processes cannot support expedited acquisitions exceeding the Government Purchase Card (GPC) threshold. This limitation affects our ability to secure critical services in a timely manner, including transportation, emergency maintenance, crane services, and the procurement of one-of-a-kind equipment. This capability gap has previously caused mission delays and could cause future cancellations. RSLP recognizes that industry possesses significant capabilities in these areas, and we are assessing how to best leverage them to meet the logistics needs of our U.S. Government customers. 3. RFI Goals and Objectives: The goal of this RFI is to collect detailed data on available solutions and vendor capabilities to aid in defining the logistics support acquisition strategy. The feedback received will help RSLP understand how industry capabilities align with the requirements outlined in the attached document. Additionally, RSLP seeks feedback regarding business practices (e.g., contract types, ordering procedures, contract deliverable items, etc.) that will lead to the most cost-effective, responsive, and technically viable low-risk solutions. We are also seeking ideas and solutions to conduct rapid and emergency support actions, such as asset recovery or unscheduled maintenance, which require a timely response beyond what is typically achievable through standard contracting timelines. 4.
