The Government intends to award to Blue Door Creative Development Limited based on the contractor's demonstrated experience supporting leadership development initiatives for the U.S. Department of State and its demonstrated capability to design, develop, and facilitate customized leadership development programs involving complex stakeholder engagement, executive-level participants, and bilateral professional exchanges. The Government has determined that Blue Door Creative Development Limited is the only source reasonably available that can meet the Government's requirement within the required timeframe based on its demonstrated experience, specialized facilitation capabilities, and understanding of Department of State leadership development objectives. This notice is not a request for competitive quotations. However, interested parties may submit capability statements demonstrating their ability to satisfy the Government's requirement. Capability Statement Requirements Interested vendors shall submit a capability statement demonstrating their ability to provide services comparable in scope, complexity, and sensitivity to the requirement described herein. Capability statements shall include, at a minimum: 1. Demonstrated experience designing and facilitating leadership development programs for U.S. Government agencies, foreign governments, international organizations, or similarly complex institutional clients; 2. Demonstrated experience supporting diplomatic, bilateral, intercultural, or international engagement programs involving senior-level participants; 3. Experience conducting stakeholder discovery, qualitative research interviews, and customized content development to support leadership or strategic engagement initiatives; 4.
