OST Seafood Data NOTICE OF INTENT TO NEGOTIATE A SINGLE-SOURCE CONTRACT Special Notice: FD-2026-286 NOAA/NMFS/OST The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Management and Budget (OMB) intends to negotiate, on a sole source basis, under the authority of FAR 12.102(a), with Circana, LLC This requirement is for: Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for purchase seafood sales data in two data sets: Food Service Seafood Sales Data (Supply Track) and Retail Service Seafood Sales Data. The applicable Size Standard is North American Industry Classification System (NAICS) Code 541910 with a Small business size standard of $22.5M.This Sole Source Determination is based on NOAAA's requirement that is the only Vendor that provides the required service.The purchase of the Circana data will be used by NMFS economists in mission critical activities such as: -Monitoring and reporting in the seafood sector of the economy, including dashboard products and responses to leadership inquiries; - Consumer demand models for seafood products used to forecast producer prices and economic conditions facing the commercial fishing industry.
