NOTICE TYPE: Special Notice NOTICE OF INTENT TO SOLICIT A SOLE-SOURCE Description: The 17th Contracting Squadron/PKB, intends to solicit a sole source firm fixed-price contract for a requirement that is to procure specialized renovation, component replacement, and system upgrade services for the existing Dumpster and Large frame aircraft fire training systems located at the Louis F. Garland Fire Academy at Goodfellow AFB, TX. The work to be performed under this contract and in accordance with this Statement of Work shall consist of furnishing all necessary parts, labor, tools, transportation, supplies, supervision, equipment, and materials. CLINS : CLIN 0001 – Large Frame Aircraft Trainer Upgrade - Material CLIN 0002 – Large Frame Aircraft Trainer Upgrade - Installation CLIN 0003 – Dumpster Fire Trainer - Material CLIN 0004 – Dumpster Fire Trainer - Installation CLIN 0005 – Car Fire Trainer Upgrade - Material CLIN 0006 – Car Fire Trainer Upgrade - Installation CLIN 0007 – Pressure Vessel Fire Trainer - Material CLIN 0008 – Pressure Vessel Fire Trainer - Installation All services will be provided by: KTF Fire Trainer LLC 5 Pearl CT Unit D Allendale, New Jersey 07401-1656, United States CAGE: 06003 Justification: This acquisition will be a sole source firm fixed-price contract because it intends to procure comprehensive maintenance support, specialized repairs, and proprietary software updates for the A-500 Large Frame Aircraft Fire Trainer and O-250 computer controlled propane-fueled firefighter trainers at the Louis F. Garland Fire Academy at Goodfellow AFB, TX. As the original designer, manufacturer, and installer of the A-500 and O-250 mockups, KFT is the sole provider equipped with the necessary resources, materials, and specialized equipment to fully support these trainers. Please refer to Attachment 1 – Updated Sole Source Justification for additional details. The Government is not aware of any other vendors that are authorized by KTF Fire Trainer LLC to provide these services without compromising the required criteria cited in the sole source justification letter. The Government intends to acquire this requirement under the guidelines of RFO Parts 6 and 12.
