Description
Title: VISN 16 Secure Digital Imaging and Communications in Medicine (DICOM) Image Sharing Solution. 2. Background: Under the MISSION Act, VISN 16 experiences high volumes of imaging performed in the community. Current CD based transfers result in delays, lost media, compatibility failures, and increased costs. An automated, federated, secure electronic exchange is required to support timely care. 3. Purpose: The Network Contracting Office (NCO) 16, located at Galleria Financial Center, 5075 Westheimer Rd, Ste 750, Houston, TX 77030, hereby issues the following Sources Sought to Request Information (RFI) with the intent of determining the contractor interest, capabilities, qualifications of potential businesses and estimated industry pricing information for market research and estimated budgetary purpose for VISN 16 Secure (DICOM) Image Sharing Solution. 4. Core Requirements: Interested vendors shall communicate the capability for the following core requirements that include but not limited to: a Bidirectional electronic exchange of DICOM images, radiology reports, and radiology orders. b. Peer to peer, encrypted, FIPS 140 2 validated data transfer. c. Compatibility with VistA Imaging, CPRS, VistA Imaging Importer, community PACS, Laurel Bridge Compass router, and Cerner (future). d. Automated patient matching, MRN reconciliation, and creation of non VA orders and VA accession numbers. e. Ability to locate and retrieve priors from community providers based on appointments, procedures, or consults. 5. Advanced Requirements: Interested vendors shall communicate the capability for the following advance requirements that include but not limited to: a. Federated search of private sector providers when facility/location is unknown. b. Class II HL7 interfaces (ORM, SIU), API/FHIR, DICOM integrations. c. No cloud storage, processing, or hosting of VA data. Solution must not require FedRAMP cloud. d. Unlimited community partner participation at no cost to partners. e. Full installation at all VISN 16 facilities (listed in DRAFT PWS Table 1) 6. Security Requirements: Interested vendors shall communicate the capability to fully comply with all VA cybersecurity, privacy, TRM, MOU ISA, and VHA 6550 requirements. Solutions must be deployable within VA security constraints and meet HIPAA/HITECH requirements. 7. Objective: To find qualified and certified contractors with the capability to provide all shipping, delivery, personnel, original equipment manufacturer (OEM) authorization, tools, equipment, technical integration, automated workflow capabilities, federated peer-to-peer network, enterprise security, and deployment across VISN 16 Medical Centers within 150 days after award. 8.
